In 1999, The Delaware Legislature was passed which forced Delaware to amend energy policies. A year later, the deregulation of energy was put into place with businesses and households having positive opinions on the change.


Out of all the states in the United States, Delaware has the lowest energy production. Even with this statistic, the state consumes roughly consumes 100 times more energy than the total production.

The distribution of electricity is handled by two, state-run utilities in Delaware. They are Delmarva Power and Delaware Electric Cooperative. For energy, these state suppliers use coal, electricity and natural gas as their chosen sources. 70% of the largest electric power plants in Delaware use natural gas to power the facilities.


There is a state law in place that states utilities must generate 20% of their energy from renewable sources. However, if they establish a green energy fund and a voluntary green power program, municipal utilities and cooperatives can be exempt.


Consumers do have the option and choosing from different suppliers, however, if they wish not to, a third-party electric supplier doesn’t have to be selected.


Since The Delaware Legislature was enforced, there has been a sharp increase in Retail Electric Providers (REPs) all over the state of Delaware. This has created competition between the providers on who can offer the best deals and services for consumers.


If customers prefer to avoid a third party for their electric energy supply, then they will be supplied by their respective utility provider.


For the third-party suppliers, consumers may find better deals and more benefits as more companies are competing for customers. This option is only available to Delmarva Power and Delaware Electric Cooperative customers.


For suppliers and brokers to be able to provide service in Delaware, they are required to apply to the Public Service Commission. After approval, the company will then be added to the “List of Certified Electric Suppliers”.
