In 2007, legislation was passed for retail customers in Virginia who were supplied by Columbia Gas and Washington Gas Light had the choice of choosing who provided their gas supply services. However, natural gas programs are limited for residential consumers.
Virginia did attempt to deregulate electricity in 2003-2008, meanwhile, with failures becoming a common occurrence in other states, the scheme was suspended. Virginia has three investor-owned utilities:
